I need to acces the money in my bank account outside of the US, but my debit card gets rejected. I don't remember the username and password for my online banking so I can't access my mobile app either. What can I do?

As your question relates to your account specifically and you mentioned that you're unable to log in to your TD Bank Online account at this time, we invite you to contact us by phone so that we can help you. From outside the United States, we can be reached via phone at 1-856-751-9000, or collect with operator assistance from a land line phone by asking the operator to dial 1-215-569-0518. For your convenience, we are available 24 hours a day, 7 days a week. Please note that we would like to assist you directly; unfortunately, we do not have access to your personal information since this is considered an unsecured forum.
When you call, we'd recommend placing a travel notification on your account. A travel notification helps us recognize unauthorized transactions on your account and can prevent your card from becoming blocked. Please be informed that for your protection we will continue to monitor your card activity even when a notification is set.
