If you need to open an account for husband at this time and as you mentioned he is ill, this is possible if you're able to obtain a Legal Power of Attorney (POA). This document would be required to contain the following information, to be able to use it for the purpose of opening an account:
-The POA must have been witnessed
-It must also be notarized
-The POA must be valid and not expired
-If the existing document is older than 5 years, the agent must complete an Affidavit of Power of Attorney stating that the POA is still in full force and effect and has not been revoked, and the form must be notarized
-If the POA was executed in a foreign country, the document must be signed and notarized at a United States Consulate or Embassy
