We'd like to let you know that in general, TD would not refuse payment of a check unless the account has insufficient funds, or for a few other reasons including those listed here: http://bit.ly/1kb17UQ on pages 5- 9.
From your message, it sounds as though your account may have had fraudulent check activity and is being monitored by our Fraud Unit. If this is the case, please reach a Specialist directly at 800-893-8554. They are available from 7AM to 11PM, 7 days a week to assist you with your payments.
