ensured me i would get the coat however i never recieved it nor a tracking number. The retailer (Inner Beauty Boutique) has since gone quiet on me. Is there anything TD can do to help me retrieve my money back? I have the back and fourth email as proof.

First, we'd like to reassure you that in the event of any troubles with a merchant, we're here to assist you.
Since you wrote in that you originally had business with Inner Beauty Boutique, to dispute any charge they made to your account, you'll want to contact them to determine if they'll provide a refund. It's necessary to check with the merchant for the possibility of a refund before filing a claim with TD Bank.
Once you attempt to resolve this with them, or since it sounds like you may have already done so, if they are unable or unwilling to provide a refund to you then you can then dispute the item with us. If the charge was made via your TD Visa Debit card, to do so, you're welcome to give us a call 24/7 at 888-751-9000, or stop in at any TD Bank Store found here http://bit.ly/TDStores for assistance. When filing a claim, we recommend taking note of who you may have spoken with, the date, and any other information that may be relevant so that we can include it on your claim, or retain the email messages you mentioned above for the claim process.
