I ordered a sweatshirt from this company, then after looking them up (which in hindsight should have been done before), I found that they are a scam business. I would like to cancel my payment immediately, but their 'customer service' does not answer.

First, we'd like to reassure you that in the event of any trouble with a merchant, we're here to assist you.
Since you wrote in that you did place the order for this merchandise, to dispute any charge the company made to your account you'll want to give them a call or contact them to determine if they'll provide you with a refund. It's necessary to check with the merchant for the possibility of a refund before filing a claim with TD Bank.
Once you attempt to resolve this with them, or since it sounds like you may have already done so, if they are unable or unwilling to provide a refund to you, you can then dispute the item with us. Since the charge was made via your TD Visa Debit card, to do so, you're welcome to give us a call 24/7 at 888-751-9000, or stop in at any TD Bank Store found here http://go.td.com/1f9DSJR for assistance. When filing a claim, we recommend taking note of who you may have spoken with, the date, and any other information that may be relevant so that we can include it on your claim.
