It came from a Division of TD Bank, NA. I read something below about a target red card letter from May 2015 but I don't have a target red card.

As you mentioned this was in regards to a Target RED Card, we encourage you to contact Target Credit Services directly by calling (800) 659-2396. You may also visit a Target Store for further assistance. Once verified, a Specialist will be happy to make sure your card is replaced with a new card.
