i was charged 39.99 twice from playstation network and i think i was double charged

Before we begin, we'd like to take a moment to assure you that duplicate charges such as the one you have described are not uncommon when using your debit card. Typically, a duplicate charge is due to the merchant being unable to read your card, or an error is transmitted when your card is presented for payment. Because of this, your debit card is swiped a second time, and two authorizations are transmitted to us.
This duplicate charge may be removed from your account, and in order for us to properly assist you, we ask that you contact us directly.
