followed up by calling the vendor customer service line, I only have these conversations to back up my claim. How can I feel confident using my debit card for transactions, if I'm not sure that purchases are actually covered as they should be?

Merchant Disputes (Non-Receipt of Goods/Services, Quality of Goods/Services, or Cancellations/Returns) are not governed by Regulation E. We will aide in the Merchant Dispute resolutions however we are unable to guarantee in the return of funds from the Merchant or Visa.
