The time it takes for a bill payment to reach a payee all depends on how the payment was sent, physical check or electronic. An electronic payment will reflect as a pending transaction and is directly debited from your account where a physical check is mailed so it arrives on your payment date. It is then up to the merchant, with physical checks, to promptly deposit the check.
