I was declined overdraft twice but I'm not sure what I'm doing wrong

We may authorize ATM transactions or one-time debit card purchases even if you don't have enough money available in your account. I want overdraft and I sent in to different forms but they said I was declined for overdraft my question is why are they declining me? they didnt give me a specific reason why I was declined for overdraft
