I gasther that even with checking linked to savings of required amount you still need checking activity for rate bump?
If checking linked to savings and I make checking cash withdraw that that qualify as activity to give me rate bump?

Based on your description, it sounds like you currently have our TD Relationship Savings account. In order to receive the rate bump with this account, your linked checking account must have at least one Deposit, Withdrawal, Transfer or Payment each month for the savings account to receive the benefit during the next month. A withdrawal from your checking account certainly qualifies for this activity.
