I don't have a bank account with TD. This is just a general question I am asking for somebody who is currently out of the country. Thank you!

Welcome to TD Helps, Tracey. We'd be glad to discuss.
If the original TD Debit Card that was used for the transaction is currently closed, we are happy to inform you that the refund will process back to the corresponding TD account. Please note, Credits for merchant returns typically takes 3-5 business days to be credited back to a TD Bank account, in this case it may take longer as the card used was closed.
If the sufficient time has passed and they still have not received the refund, please advise your friend to contact us 24/7 from overseas at (856)-751-9000 or collect from a landline at (215)-569-0518.
Please know that this is the case for TD Debit Card. If your friend is not a TD Customer, we recommend they reach out to their financial institution for clarification.
