I would like to withdraw the net balance of my accounts; unfortunately, I (without thinking) had earlier transferred the majority of the money from my savings account to my checking account (which is pending as it was just performed today). Can I still withdraw the net balance of both accounts? (including the money being transferred)

Generally speaking, when you make a transfer from one of your TD accounts to another, you should be able to withdraw the funds immediately, even if the transfer is showing in your pending transaction list.
