do you charge foreign transaction fees on purchases outside the USA?

Since you mention using a TD Bank Visa Credit Card – yes, foreign transaction fees may apply. At this time, a 3% international surcharge would be included with any purchases made outside of the United States. Please be aware however that these fees may be subject to change, and to view the general terms for a Personal Credit Card, please see here: http://bit.ly/1klVfbF (Page 12). Kindly also note that if you have a Credit Card with TD Bank, a Credit Card Agreement specific to your account is issued at that time of approval and may contain different terms.
