if i wanted to open a secured credit card can i do it on line?

Great to hear that you’re interested in applying for one of our secured credit cards, Cassandra! It's our pleasure to assist you. It sounds like you may already know, but we're happy to tell you that TD Bank does offer Secured Credit cards. A secured credit card is available to anyone who wishes to establish or rebuild their credit history and is secured with funds held in a TD Bank Savings account. You're welcome to take a look here for the Personal Credit Card Agreement for both the TD Easy Rewards Secured and TD Cash Rewards Secured: http://bit.ly/1wtjCwy. Although the application for secured cards cannot be completed online, you may apply at any TD location during lobby hours. For hours and locations near you, take a look here: http://bit.ly/TDStores. If your application is approved, you can then establish the collateral savings account for the card. Once this is complete, the card can be issued.
