I want to give my friend some money but I will be out of town for awhile and am not able to get cash myself. If I write him a check, can he cash it at a TD location, and will there be a fee?

It is important to note that if your friend is not a TD Bank Customer, there may be a fee assessed. However, this fee may be waived should your friend decide to open an account.
