Thank you for reaching out to us at the TD Helps Community!
First, we would like to let you know that the funds in your savings will continue to be held for as long as you have your secured credit card account.
If you would like to apply for an unsecured credit card with us, you would be welcome to do so. If approved, the funds in your savings account could be returned to you for withdrawal. We recommend that you speak with a TD Card Services Specialist 24/7 at 888-561-8861, who will be able to advise you about your current account and when you may do so.
Please also keep in mind that after a period of time, your secured card account will automatically be reviewed. Your eligibility for an unsecured card will be taken into consideration, and when possible, the account converted to an unsecured card. If this occurs, once the process is complete you would then be able to access the funds in your collateral account.
You can also have access to the funds in your savings again should you choose to close your secured card.
You're welcome to take a look here for the Personal Credit Card Agreement for both the TD Easy Rewards Secured and TD Cash Rewards Secured: http://docs.tdcardservices.com/pdfs/easyrewards-cashrewards-secured-card-agreement.pdf, which may help you with these details, or reach us at the number mentioned above with any questions you have.
I hope this helps, Will.
All the best and enjoy your Monday!
