Can a US citizen working abroad open an online bill pay acct. at TD?

As you stated that you are a U.S. Citizen, and as such, have a Social Security Number, you're more than welcome to contact us directly to open your account! Banking Specialist are available 24 hours a day, 7 days a week, and will be more than happy to go over all the accounts offered, as well as open the account for you right over the phone. As you're currently overseas, you may also reach a Specialist by calling collect, with operator assistance, from any landline phone by asking the operator to dial 1-215-569-0518.
In addition to calling, if you are planning a recent visit back to the United States, you're also welcome to visit a TD Store location, during lobby hours, to open your account. To take a look at Store locations and their hours, please visit http://go.td.com/1f9DSJR.
It's important to note that, regardless of the method you choose, we ask that you have a valid form of I.D., as well as your Social Security Number, handy, as these items will be needed to complete your new account application.
