I am an administrator at a boarding middle school. We are trying to convince our boarding parents to send their students to school with a debit card of some kind to address allowance and minor expenses. Whether it's a joint account or the students own account, is it possible for them to acquire this kind of account for their children, ages 9-14?

First, in order to open an individual account with TD Bank, we do have to let you know that you're required to be 18 years of age or older. That being said, for anyone under the age of 18, you may open a joint Checking or Savings Account with a Guardian or Custodian by visiting any TD Bank Store.
Please keep in mind that all account holders must be present for the account opening process. Because you're interested in opening a Checking account and you mentioned the children are between the ages of 9-14, we do recommend that you contact your preferred Store prior to your visit to ensure that they'll be able to help you with this request. When you're ready to visit a Store, you'll need your Social Security number and a valid personal identification such as a Driver's license, State ID, or Passport. Acceptable forms of identification for minors include a School ID (preferably with a picture), Passport, US Birth Certificate or Social Security card.
You'll be able to get a Visa debit card for your account at the time you open the account at the Store. All of our Stores have instant-issue cards and you'll be able to leave with a card in hand. If you are able to open the account for your child, please note that a Visa Debit or ATM card can be issued for a minor at the Store Manager's discretion.
