A Canadian woman in Montreal opened an account at your bank in Burlington, VT. She has been trying to send via wire transfer an amount over $3,000 USD to an Umpqua Bank (Lyndon, WA) account opened by another woman with Vancouver, BC residency. The TD Bank clerk in VT told the woman with an account in VT that TD Bank cannot send more than $3,000 due to USA regulations if the account address is a Canadian address, which is the case with the Umpqua Bank, Lynden, WA; that is must be to an account with a USA address. This seems erroneous, since the Vancouver woman has never had this problem before. Please urgently advise. This person with the account in VT owes the Vancouver BC resident a considerable sum and has been trying to send a USD wire transfer from your US bank branch to another US bank.

Transfer limits are determined by the type of transfer you're trying to make. Based on your question, it sounds like your friend is trying to initiate a Person-to-Person Payment.
When transferring funds using External Transfers or Person-to-Person Payments, limits are in place for the security of your account. For the information on limits regarding this service, please check out this link: http://bit.ly/1pADlWD (Pg. 3. section 1.16). Generally, all customers are supplied with our Standard Limits for this service. The limit may be increased automatically based on your account history at the discretion of the bank. Also, your individual transaction limits are available once you log in to your TD Bank account online; please log in here: http://bit.ly/1eaISlq. Click on the information icon to the right of the amount box when entering this information for a transfer.
When transferring funds via wire, there is no limit to the amount of funds you're able to transfer as long as the dollar amount does not exceed your account balance. Wire transfers must be initiated at a TD Store location during regular business hours.
Also, please note that there are limits to the amount you're able to wire transfer via BusinessDirect. If your friend has a business account and would like to determine their limit via BusinessDirect, we ask that they reach out to us directly for assistance.
