Is there a way for a person at another financial institution to use their bill-pay to send money directly into my TD bank account?
Person-to-Person and wire-transfers are unacceptable as they cost money. Please refrain from even mentioning them. I suppose my other question is why TD Bank charges for Person-to-Person transfers for intra-bank transfers (eg. TD Bank -> TD Bank transfer). The alternative is checking cashing, which costs TD Bank money. Why is there no free intra-bank transfer option?

We recommend reaching out to the financial institution that is sending the Bill Pay item as their payment method and fees may vary.
Please bear in mind that payments sent to individuals are typically sent as physical draft checks rather than electronic payments. This means, if an individual sends you a Bill Pay check you would need to deposit the item to your TD account and wait for the funds to become available.
As you mentioned you wish to not use our Person-to-Person Payments and wire transfer capabilities, the individual will need to send you a physical check.
