I have a checking account with TD Bank, if I want to add my wife into the account and make it a joint checking account, what is the procedure the do that?

In order to add your wife to your current checking account, both of you would have to visit any TD Bank during lobby hours and bring a proper form of identification (driver's license, state ID and or a US passport); as a new signature card must be signed by both of you.
