would you please help tell me how I can deposit 0.1million $ to my son's debit card for his College tuition payment from Africa? and how much is the electronic transfer fee?

Thanks for contacting TD Helps today, Ida. We'll be happy to point you in the right direction.
If you are currently a signer on your son's account, you'll be glad to know that you may transfer funds to and from your account to your sons account whenever it's convenient for you. Please sign into your account, select the Transfer tab and follow the prompts. If you are not yet signed up for Online Banking, no worries! Signing up for TD Bank Online is quick and easy.
If you have an ATM/Debit card with us, your account number and a U.S. Social Security number, you can use our enrollment self-service link at https://go.td.com/1lU2qfY to sign up. Once there, you will need to choose Personal from the drop down box and complete three steps. First, you'll have to accept the Online Banking Agreement. Then, we'll ask you to enter in your personal information (Name, Social Security number, account number, etc.) and finally, you will have to set up three security questions. After those 3 steps are completed, you will have immediate access to your account(s) online.
If you do not have an ATM/Debit card with us or a Social Security number, please contact a Banking Specialist 24/7 at 888-751-9000, who will be happy to enroll you over the phone. As you have stated that you are currently in Africa, you may also reach a Banking Specialists by calling Collect with operator assistance from any land line phone by asking the Operator to dial 1-215-569-0518.
If you are currently not a signer on your son's account, at this time, you will need to perform a Wire Transfer to initiate a transfer in this large of an amount. To initiate a domestic or international wire transfer from your account, you will need to visit a TD Bank Store. For hours and locations near you please take a look at http://bit.ly/TDStores.
In addition, if you are currently not a TD Bank Customer, and are looking to transfer funds from your Financial Institution in Africa, we recommend contacting them directly for further assistance with performing this transfer.
