Can I open aTD Bank account even though my permanent residence is in WA State to enable easy transfers from my Canadian account?

Thanks for the info.
I tried to open an online account with the links above, but your system would not let me.
I then tried phoning the Cross Border Support line and they tried to open an account for me but could not.
They recommended I visit my local branch but unfortunately, there are not any branches in the Western US.

We apologize for any inconvenience however if you were unable to open an account over the phone or online, we ask that you visit a TD Store for assistance. If you are planning a trip to the east coast, you are able to visit any TD Bank location to open an account. You are also able to open a US account with Representatives at TD Canada Trust locations.
