My card was turned off because i am now living outside of the US, but i need it turned back on.

We're sorry to hear that you're having trouble using your debit card, Rodney. We'd be glad to help.
To best assist you, we ask that you contact us directly. You are able to call us from overseas by dialing 856-751-9000 or 215-569-0518 collect from any land line telephone. Once speaking with a Specialist, they will be glad to review your debit card.
If you are enrolled in Online Banking, you are also able to send a secure message. To send a secure message you must first logon to your TD Bank online profile. You can do so by clicking here: http://go.td.com/1eaISlq. On the left hand side, you should see an option to "Send a secure message" located in the “Message Center."
