I had his taxes done for him and now I'm trying to find a bank that will let me open an account for him until he comes home in three years.

When you are ready to open a joint account, both parties must be present at the time of the account opening and you both can visit any TD Bank Store. You could always open an individual account on your free day and add your husband at a later time, when you're both available.
