Is she could send money to pakistan from her small business account through online td bank website?

If by any chance your sister will be sending funds from a TD Bank US account she may have, you'll need to provide her the wiring instructions from your financial institution. Then she may visit her nearest TD Bank Store to send the wire. For TD Stores nearby, she may visit http://bit.ly/TDStores.

When she is ready to send her international wire transfer, she will need to provide the foreign bank our SWIFT address, which is NRTHUS33XXX, as well as obtain their SWIFT address, which you can obtain by contacting your institution directly.
