I am trying to open a new premier checking account online, but I am getting a error that it was not able verify me from the public record.

If you're unable to open an account online at this time, we recommend connecting with a Banking Specialist directly in order to open an account.
You can call us 24/7 at 888-751-9000. Once speaking to a Banking Specialist, they will verify your identity and help you open an account during your call.
You're also able to visit a TD Store during lobby hours to open an account. Check out TD Stores in your neighborhood here: http://go.td.com/1f9DSJR.
Please know regardless of the method you choose, you will need a Social Security Number and a valid photo I.D. (Driver's License, Passport, Military I.D. etc.).
