I am writing because I paid for a website to be developed via PayPal. The designer did not complete the project to my liking. Since I paid half I asked him if he wants to keep the payment for the website if I can't have everything he has developed so far because technically I paid for it. I'm not asking him to finish the work for the other half of the payment nor am I being unreasonable by asking for the product I paid for however he is refusing to issue a refund or give me the product that I paid him for. I ultimately told him to keep his work and I will reverse the payment with my bank. Is there a way I can do so.
