Paypal declined Debit Card, why?

Hi Dave, thanks for joining us on TD Helps today. We’re sorry that your debit card has been declined, and we'll be happy to help guide you in the right direction.
There are a number of reasons why your debit card may be declined at the time of a purchase. Some common reasons are invalid CVC, or invalid expiration date. In the event that we blocked your debit card, we would need to review your account to confirm this information.
You may reach us by dialing 888-751-9000, 24 hours a day, 7 days a week. Upon account verification, a Banking Specialist will be happy to review your account. Or, you may visit us at your local TD Bank Store location. To view our Store locations and hours, please click here: http://bit.ly/TDStores.
Lastly, if you currently have access to your online banking, you may send us a secure message. To send a secure message, you will first want to log into your TD Bank online profile by clicking here: https://go.td.com/1eaISlq. Once you've successfully logged in, look for the 'Message Center' on the left hand side and select 'Send a secure message'. If you have downloaded our mobile banking app for your smartphone, you may also use this method to send a secure message. From your mobile banking, log in and select 'Send a Secure Message' from the side Menu. If you decide to send us a message, please include the transaction which was declined.
