If you're referring to your TD Bank Visa Debit card, please know that it can be used anywhere VISA is accepted, including online purchases. As this is pertaining to your specific account, we would need to review this further with you. As we would like to assist you directly, unfortunately, we do not have access to your personal information since this is considered an unsecured forum.
To better assist you, we encourage calling our 24/7 Customer Service line at 888-751-9000 at your earliest convenience. Upon account verification, a Banking Specialist will be able to determine the cause of the decline and offer the appropriate solutions as well. Additionally, if you are enrolled for online banking, you may send a secure message from here: http://go.td.com/1eaISlq for assistance. On the left hand side, you should see an option to "Send a secure message" located in the “Message Center."

I have had a Target card since 1993 and have never made a payment online. I don't know how to start.

If you're a TD Bank Customer with a Checking or Money Market account, you are more than welcome to use our free Bill Pay service, which is available to you via your online banking account. If you are making a payment to a third-party company, such as your credit cards and other utilities you might need to pay, you'll want to use Bill Pay service for this type of payment. Once you are enrolled in online banking, you're welcome to log in here: http://bit.ly/1eaISlq. To begin using Bill Pay, once you're logged in please select the Bill Pay tab. You will then be asked to accept the Bill Pay user agreement. Once accepted, you can then immediately begin scheduling your bills! Please follow any prompts to get started.
