Am I able to add a General Power of Attorney to my accounts if the POA is Canadian and resides in Canada? The documents are also from Canada.

You're able to update an account to reflect a Power of Attorney by visiting any TD Store during lobby hours. You're able to take a look at TD Stores near you here: https://go.td.com/1nq31dc.
Please know that for your visit, you will need to bring a valid photo ID (Driver's License, Passport, Military I.D. etc.) as well as your Power of Attorney documents.
As you've mentioned that the supporting documents are not from the US, we recommend reaching the TD Store you plan on visiting prior to your trip to ensure no other documents or action is necessary to complete your request.
