Bought 2 custom dresses from my daughter. Used paypal. 1st dress was made and shipped January 2016 an 2nd dress was to be made and shipped end of April. After many attempts to get shipping info, finally in june 2016 I made a paypal claim. PayPal sided with the seller because the items were custom. I paid $600US for 2 dresses and have not received the 2nd dress. Seller will no longer respond. Can I file a charge back with TV for Alf the money I paid since I only received 1 dress?
