Received letter regarding overdraw/overdraft fees on supposedly my account. I don't have and never have had an account w/TD Bank. Possible scam?

We also received a Account overdrawn letter; but we do not have any accounts with your bank. We tried to call the number on the letter but were never able to reach a actual person. Is this some sort of scam?
