im going to receive a refund to my old card but now i have a new one and they said that i need to tell yall guys to put the refund in the new card because they policy dont allow them to put it in the new card

Based on the message we received from you, you have previously made a purchase using your TD Visa Debit Card and later returned your purchase. If so, your refund should be returned to the debit card you used on the original purchase, even if you closed this card later on.
Credits for merchant returns typically takes 3-5 business days to be credited back onto your TD Bank Debit Card. In your case, it may take longer because your debit card is closed. If you have yet to see your credit or wish to speak with us, you may connect with one of our Specialists 24/7 at 888-751-9000. You may also reach out to the merchant directly for more information on their return policy.
Please note; depending on the merchants' return policies, some do require to swipe the physical card in order to process the refund.
