I need to send money and I cannot veiry my identity since I am in Chile right now and the SMS or phone call would not go through.

We're sorry to hear that you're having trouble enrolling in Send Money and we'd like to help.
In order to use Send Money, you do need to have a U.S. phone number. As you are out of the country, it may be difficult to receive phone calls and text messages on a mobile phone. As an alternative option, you may be able to enroll using your email address for verification instead.
