I have a US TD debit/visa card. Where can I access US cash in California from an ATM without paying fees?

Presently, TD Bank does not have an arrangement with other US Banks ATMs. However, we can offer some suggestions to avoid non-TD ATM fees:
Using your TD Bank Visa Debit Card instead of cash; it is safer, linked to rewards, and most merchants will accept it even for smaller purchases. Getting cash back when using your debit card at the point of sale; many major retailers and grocery chains will give cash back at the register without a fee.
