Hey Steve, thanks for coming by TD Helps. We would be happy to help provide additional details regarding your inquiry.
At this time, there is a 3% foreign transaction fee that is applied for transactions processed internationally and will be posted in US currency. This includes all of the TD Bank Visa Credit Cards we offer, except for the First Class Visa Signature Card, in which there is currently no international transaction fee. Please note; fees may subject to change. We encourage you to review a general copy of the Personal Credit Card Agreement at http://bit.ly/1klVfbF . The Interest Rate and Fee Schedule can be found on Page 12, and information on the Exchange Rate at Page 2. You may also wish to contact TD Card Services directly at 888-561-8861 to request a copy of your specific agreement or discuss your card directly.
Neither TD Bank nor Visa charges any foreign transaction fees when you use your TD Visa Debit card! You'll also be able to use your debit card to make cash withdrawals internationally at any ATM Machine that displays either the VISA or NYCE logo. If you are unable to find a compatible machine, you will also be able to use your Debit Card to obtain a VISA Cash Advance. Please note that non-TD ATM fees still may apply. For more information on the Fee Schedule, please take a look here: http://bit.ly/1cTejgt. And, we invite you to review page 45 of our Deposit Account Agreement at http://bit.ly/1kb17UQ for more information about international ATM Card or Visa Debit card transactions and the exchange rate for purchases.

I wonder if the fee schedule has changed because on the website it's written that there is no foreign transaction fee. Would you please confirm this. Thank you very much

Thanks for sending your question our way, Dao.
It sounds like you may already know, but just to be clear, each withdrawal, transfer, and balance inquiry made at an ATM not owned by TD is subject to a $3.00 fee, which is charged by TD Bank the same business day the transaction is made (fees subject to change). This may be in addition to any fee assessed by the owner of the ATM or network, and may include fees for both withdrawals and balance inquiries (or any other transactions done at the ATM). For our current Fee Schedule, you may look here: http://bit.ly/1cTejgt.
With that being said, you'll be glad to know that TD Bank does not charge any foreign transaction fees for transactions made with your TD Bank Visa Debit card. We invite you to review pages 45 of our Deposit Account Agreement at http://bit.ly/1kb17UQ for more information about the exchange rate for purchases. The exchange rate you would receive at an ATM is not set by the bank. Foreign exchange rates fluctuate daily, and customers will pay the exchange rate selected by Visa at the time of an ATM withdrawal. If you have any questions regarding your TD Bank Visa Debit card, you're more than welcome to reach us 24/7 at 888-751-9000.
Just in case you're referring to your TD Bank Visa Credit card, please note that fees for foreign purchases may apply. We encourage you to review a general copy of the Personal Credit Card Agreement at http://bit.ly/1klVfbF. Information about the exchange rate can be found on Page 2, and information regarding the Interest Rate and Fee Schedule on Page 12.. You may also wish to contact TD Card Services directly at 888-561-8861 to request a copy of your specific agreement or discuss your card directly.
And if you plan to travel, we recommend contacting us with your travel information to prevent any decline to your cards while you're away. For your debit card, you can do so by calling our Customer Service Line 24/7 at the first number mentioned above, and we will be happy to place your travel notification. If you have already left the country, please call us from outside the United States via phone at 1-856-751-9000, or collect with operator assistance from a land line phone by asking the operator to dial 1-215-569-0518.
For your credit card, you may reach TD Card Services at the number listed above, or, to reach them from an international location, please use the toll-free collect number 706-644-3266.
Another easy way to set a travel notification, especially if you have already left, is to send us a Secure Message from your TD Bank Online Banking account. If you've already enrolled, please log in here: http://bit.ly/1eaISlqwith your User Name and Password. You can then send us a Secure Message by clicking on the Customer Service tab, and using the Send a Message link. Please include your related card number(s), exact travel dates, destinations and any connecting flight information if applicable.
Or, for any help you may need, if you'll be nearby one of our Stores, feel free to stop in during our extended lobby hours. If you click here: http://bit.ly/TDStores, you can find the TD Bank Store and lobby hours nearest you.
We hope this helps, Dao and take care
