Am I correct in understanding that there is a fee to transfer money out of my TD Premier Checking account to an account at another bank, but there is no fee to send money electronically to another person?

This is a great question, and we'll be more than happy to clear up any confusion.
Here at TD Bank, we currently offer a feature which allows you to transfer funds to a friend or family member located within the United States, free of charge! This service is called Send Money, and is offered directly from your Online Banking. If you'd like to learn more, you're welcome to check out the link here: https://go.td.com/2q2Yodj.
In addition to our Send Money feature, we also offer an External Transfer service, which allows you to send and receive funds from an account you may have with another financial institution. If you're unable to call or visit a TD Store location, that's okay, as you may always send us a secure message. Once you've successfully logged in, look for the 'Message Center' on the left hand side and select 'Send a secure message'.
If you have downloaded our mobile banking app for your smartphone, you may also use this method to send a secure message. From your Mobile Banking, log in and select 'Send a Secure Message' from the side Menu. We generally respond within 24 hours or less.
