when I put in my user name and password into online banking the logon button is unresponsive. Prior to this I had problems accessing the online page and made changes in the cookie settings

As you mentioned that you're unable to log in to your account, there are a few possibilities.
If the login button isn't working, this sounds like an issue with the browser currently in use. Please note that www.tdbank.com is compatible with the newest versions of both Internet Explorer and Firefox. If you are not using the newest version of one of these browsers, we suggest making this update, as some features may be unavailable otherwise. You may also want to disable any plug-ins and restore your browser defaults if you haven't already done so. If you're still unable to log in after these changes, we'd also suggest trying a different browser.
Just in case, if your user name or password isn't working as expected, a Digital Banking Specialist will be more than happy to assist you in unlocking your account or resetting this information.
