Are there any ATMs I can use for which there are no charges. If so, which ones and where are they in Paris? I have a 60Plus account with TD Bank. It is not clear from the other answers.

When traveling overseas, including Paris, you can make ATM withdrawals from any ATMs that display the VISA or NYCE logo. Please note; each time a Non-TD Bank ATM is utilized, including international ATMs, a non-TD ATM fee of $3.00 may apply depending on your account type. Please know that fees are subject to change. For more information on our fee schedule, please take a look here: http://bit.ly/1cTejgt. At this time, 60 Plus Checking account is not exempted from this charge. You also may be assessed an additional fee (surcharge) at the time of your withdrawal. This fee is set by the machine owner and not associated with TD Bank. We'd like to share with you that we do have some deposit account products either will waive non-TD ATM fees or receive unlimited ATM surcharge refunds. Please refer to the fee schedule provided above for more information.
If you've not notified us about your travel, we recommend placing Travel Notifications on your accounts as soon as possible. If you're currently in Paris, you can reach us at (856)-751-9000. Additionally, you can call collect from a landline at (215)-569-0518. Both numbers are available to us 24/7, day and night. If you're enrolled for online banking, another option would be to send a secure message using www.tdbank.com and request the Travel Notifications be added to your account. To send a secure message you must first log on to your TD Bank online profile. On the left hand side, you should see and option to "Send a secure message" located in the “Message Center”. If you have personal TD accounts and are signed up for our Retail online banking, please access your accounts from here http://bit.ly/1eaISlq. If you're still in the United States, you may contact our 24/7 Customer Service line at 888-751-9000 to have a Banking Specialist place a travel notification on your account, or you can do so in person at a local TD Bank Store during lobby hours.
