I would like to give my cousin's son a saving bond for her christiening, however I am not sure what steps I need to take. Please advise. Thank you.

While banks used to sell savings bonds directly, please note that the U.S. Department of the Treasury ended over-the-counter sales of paper savings bonds in 2011.
Now, you can purchase Series EE and/or Series I Savings Bonds by enrolling in the Federal Reserve's Treasury Direct program. For more information on Treasury Direct, please visit: www.savingsbonds.gov. This page from their site will also help: http://1.usa.gov/1ttw6ph since you're purchasing the bond as a gift.
