I manage a business banking account for a client and we would like to pay our vendors via ACH as opposed to sending checks via online bill pay.

Thanks for reaching us on TD Helps, Christine. We'd be glad to help you set up ACH transactions.
If you have a TD Business account and are utilizing the BusinessDirect Online Banking, you are able to send ACH transfers from your computer. To use this feature, you must first be enrolled in the ACH service. First, log in here: http://bit.ly/1rvBmq8. To sign up, please select the ACH tab and then select "Enroll Today." BusinessDirect will then require you to answer 3 questions in regard to ACH payments. Once completed and after you select "Next," a message will appear letting you know that you will receive a confirmation telephone call within the next two business days. Please note that if you do not receive a call or if you miss the call from our Representatives, you will have to go into a TD Store near you to complete the enrollment request. Please know that there is a $10 fee per ACH batch via BusinessDirect. Keep in mind that a batch may include up to 100 items.
