I have payroll checks drawn from TD bank, but no state issued I D.

You're more than welcome to bring any of these forms of primary identification to a local TD Bank Store to cash your checks:
-State Driver's License with Photo and Signature
-State Issued ID with Photo and Signature
-Puerto Rico Driver's License with Photo and Signature
-Temporary Driver's License with Photo, Signature and Expiration Date
-Learner's Permit with Photo, Signature and Expiration Date
-Federal Government Employee ID with Photo
-US Government VISA with Photo, Signature and Expiration Date
-US Passport with Signature
-US Armed Forces (Military) ID with Photo
If none of these are available to you right now, we'd recommend that you contact your local TD Bank Store prior to your visit, to determine if they're able to accept the ID you currently have. Feel free to find a listing nearby you here: http://bit.ly/TDStores including their contact information.
Additionally, please note that there may be a $7.00 check cashing fee per item if you are not a TD Bank Customer right now. Please be advised that this fee is subject to change at any time, and would be waived if you decide to open an account with us.
