I thought it was like a Ralph's or a albertsons card where it gives you discounts when you found them for that month or week. I didn't know I had to pay. I'm just a 17 year old that doesn't have a job yet. I have a debit card with a few dollars still left. Please help!

As you mentioned this was in regards to a Target RED Card, we encourage you to contact Target Credit Services directly by calling (800) 659-2396. You may also visit a Target Store for further assistance. Once verified, a Specialist would be glad to assist you in any way they can in regards to your concerns with cancelling your card.
