I tried to book a flight through a web site recently and initially it seemed to have gone through and the funds were withdrawn. They then emailed me saying there was issues between their account and TD so they were refunding the money. They are now asking me for my account number and IBAN number to do the refund. What is an IBAN number?

If you are trying to receive funds into a North American account, please follow the instructions below.
IBAN stands for International Bank Account Number. This is used when receiving international wire transfers in foreign currency.
TD Bank NA uses a Swift Number in place of an IBAN.
For international foreign currency incoming wire transfers you will need to provide the foreign bank the wire instructions provided below:

There is a $15.00 fee for an Incoming Wire on consumer and business accounts.
You should expect to receive payment within three to five business days. We post all incoming wires received from the Federal Reserve until 6:30pm on the current banking day. A confirmation will be sent to you the day the wire transfer is credited to your account. At this time, we may not process or disburse funds from wire transfers received designated Pay Upon Proper Identification (PUPID) and will return them to the sender.
