What is the exchange rate used when making a withdrawal from an international ATM in a foreign currency, and does TD Bank apply any surcharge or additional percentage to that exchange rate?
Reviewing several of the posts on this topic, they all have the same boiler-plate language regarding the debit card, including "When using this card *for a purchase* in foreign currency, our Customers pay the Visa exchange rate at the time of purchase."
However, none of the posts I have reviewed answer the question about the exchange rate used when *making an ATM withdrawal*.
I understand that TD Bank may or may not charge the $3.00 non-TD Bank ATM fee depending on what type of account you have, and the the ATM operator may or may not charge a use fee, which may be reimbursed by TD Bank, depending on what type of account you have.
However, I have found no clear statement about the specific exchange rate and any associated exchange-rate surcharges for international ATMs. Please clarify this point.

When traveling overseas, you can use your TD Visa ATM/Debit Card to make ATM withdrawals from any ATM machine that displays the VISA or PLUS logo. Please note; when using a non-TD ATM, fees may apply and we encourage you to check out our current fee schedule, http://bit.ly/1cTejgt, as it outlines any applicable fees that may come into play when you use your ATM/debit card out of the country. Also please note, that TD Bank does not charge any extra rates or percentage on exchange rates when making a cash withdrawal using your TD ATM or Debit Card.
Additionally, the international currency conversion rate is determined by Visa at the time of your withdrawal. While in foreign countries, the exchange rates at an ATM can fluctuate often as the transaction is made as a real time authorization.
