Thanks for writing into TD Helps, Brian! We'll be sure to provide some information regarding debit card usage in Europe.
When traveling, you can make an ATM withdrawal from any machine that displays the VISA or PLUS logo. We encourage you to check out our current fee schedule, http://bit.ly/1cTejgt, as it outlines any applicable fees that may be applied when you use your Debit Card outside of the country. We also want to point out that additional fees may also be applied by the owner of the ATM as well.
If you are unable to find an ATM that is compatible with your TD Bank Visa Debit Card, you may also use your debit card to obtain a VISA Cash Advance. Please note, that your Visa Debit Card can be used anywhere that Visa is accepted.
To contact Customer Service 24 hours a day, 7 days a week from outside the United States, please dial direct 1-856-751-9000. You may also contact us collect by dialing 215-569-0518 from a land line or non-us mobile phone number.
We hope this is useful to you, Brian and have a great trip!
