Thanks for joining us today, Nechama. We'd be glad to discuss.
All TD Bank 1099-INT forms were generated and mailed by January 31, 2016. Please know that these forms were only sent out for Customers who earned at least $10.00 or more in interest for the previous year on their deposit accounts. We ask that you allow 7-10 business days for the receipt of your tax documents.

What I want to know is, being that Jan 31st was Sunday, were the the 1099s sent before the weekend or the following Monday?

Welcome back, Nechama.
Please know that as per the Federal Reserve, institutions must have tax information such as 1099-INT forms post marked by January 31st. Because the 31st was a Sunday as you mentioned, by law institutions would have needed to mail this information before then.
We hope this clears things up and have a good day.
