I had a secured credit card as a starter card, and was then told that because my credit was so good, the money in the account was released and it became a regular credit card. I haven't moved the money out of the account but get charged a maintenance fee every month of $4.00. Why is this?

We appreciate the visit, Brandon and would be glad to help point you in the right direction.
On some of our accounts, there is a minimum daily balance required in order to avoid a monthly maintenance fee. If your account falls below the required minimum, the maintenance fee would be assessed on the last day of your statement cycle.
Because we do not have access to your personal information since this is considered an unsecured site, we encourage you to contact our 24/7 Customer Service Line at 888-751-9000 and our Representatives will be glad to review your account type/maintenance fee.
